Solomon is a Lawyer and a Human Capital Management Expert possessing over 13 years of experience in Strategy Formulation and Execution using Balanced Score Card Methodology. He is also a dedicated Human Resource Business Partner with extensive experience managing a full spectrum of Human Resource programmes across Financial Regulators, Justice Sector and Non-Governmental Organization (NGO) Sectors. He has a strong Command of Local and Regional Labour legal frameworks and Compliance issues. He has been Principal Consultant overseeing the: Development of County Integrated Performance Management System (IPMS) and Automated Performance Dashboard (APD) for County Government of Nyeri; Development of County Performance Management and Accountability System (IPMAS) and Automated Performance Dashboard (APD) Jointly Funded by the UNDP and Kilifi County Government; Development of County Integrated Performance Management System (CIPMS) and Automated Performance Dashboard (APD) for Taita Taveta County Government and Development implementation of Integrated Performance Management and Accountability System (IPMAS) and Annual Staff Performance Review System (ASPRS)- Jointly Funded by the World Bank and Judiciary of Kenya.

Solomon is currently Head of Human Resource and Administration at the Judiciary where he has successfully streamlined Human Capital & Administration Function in the Region by benchmarking with best practices that enhance performance, including sound Human Capital Planning which has supported staff mobility and succession planning. Prior to above role Solomon was a Human Capital Officer at Capital Markets Authority, a Financial Regulator in the Ministry of National Treasury where as Head of Training he oversaw alignment of training to Corporate strategy leading to annual Cost Saving of Ksh 1.5 Million while increasing overall ROI on Training for the Authority. In addition as Head of Occupational Health, Safety and Environment at the Authority proactive robust and office set up OHSE system was implemented. As a Human Resource Officer at Hass Petroleum Group, Solomon successfully saw the adoption of Balanced Scorecard Methodology as preferred strategy Formulation and Execution. He also oversaw adoption of a Web based HRIS for the Group besides successful role out of an Occupational Health Safety and Environment Strategy for at all work places-Office set up and non-Offices-Including Petrol Stations, Depots. For two years Solomon was a Human Resources and Administration Officer at Baobab International –Africa a Charity running Women and Children Programmes in Mombasa. As head of Human Resource and Administration, Solomon also oversaw a seamless running of Projects.

During his free time, Solomon Consults in Balanced Scorecard undertaking beginning to end Balanced Scorecard Assignments including: Development of Balanced Scorecard Conceptual Framework; Deriving Corporate Scorecard from varying source Documents; Cascading Corporate Scorecards to various Enterprise levels; Help clients to develop key performance indicators/Initiatives; Undertake Automation quality check; BSC knowledge transfer to in-house Consultants and Staff; Help clients strategically integrate effective HR processes, programs and practices into their daily operations; Implement HR strategies and practices that contribute to clients achieving their strategic priorities and business objectives.
Solomon holds a Master’s of Science in Human Resource Management Jomo Kenyatta University of Agriculture and Technology (JKUAT), He is a Balanced Scorecard Professional (BSP) from University of George Washington (USA) and Balanced Scorecard Institute (BSI) (USA). He holds two undergraduate degrees one a Bachelors in Laws (LLB) from Mount Kenya University, and Bachelors of Laws from University of Nairobi. Solomon also holds a Higher National Diploma in Human Resources Management from Institute of Human Resource Management, a Certificate in Industrial Counseling- Institute of Human Resource Management (IHRM) and an International Vocational Certificate in Occupational Safety and Health from the International Safety Training Centre. Solomon is also an IS0 9001 2008 Quality System Auditor.
